This document collects terminology used by R4V partners in relation to the response to refugees and migrants from Venezuela. It seeks to ensure uniformity in the language used both in narratives and translations, for a better understanding of the information.
This document is intended to provide practical, step-by-step guidance on the various steps necessary for the structuring, planning and drafting of the different components of the RMNA 2023.

Analysis of data available on movements of Venezuelan refugees and migrants throughout the region from January to March 2023, covering the 17 countries of the RMRP in Latin America and the Caribbean. Graphs, charts and maps show break-down of entries and exits and regular and irregular movements, including data from host governments as well as from border monitoring activities of R4V partners.

Under the coordination of UNHCR and HIAS, five rounds of Protection Monitoring have been implemented at the border point, streets and bus terminals in the city of Tacna. The information was obtained on March 23 and 30, and April 6, 13, and 20, 2023, surveying a total of 632 people attempting to cross the Peru-Chile border (232 travel groups). This analysis was prepared to contribute to the design of the humanitarian response to mitigate protection risks.
Desde el incremento de controles en la frontera entre Chile y Perú, miles de personas refugiadas y migrantes (incluyendo personas que buscan asilo, mujeres, niños, ancianos, mujeres embarazadas y lactantes) han intentado cruzar la frontera luego de quedar varados en la ciudad de Tacna o en la línea de frontera. Ante este contexto, ACNUR junto a HIAS aplicaron rondas de monitoreo de protección donde se busca analizar las dinámicas de movilidad, incidentes durante los cruces, necesidades y riesgos de las personas en la línea de frontera, terminales o en calles dentro de la ciudad de Tacna. El levantamiento de información se realizó a través de cinco rondas de monitoreo, los días 23 y 30 de marzo y el 6, 13 y 20 de abril de 2023. Los resultados son indicadores generales y no son necesariamente estadísticamente representativos.

Situation Report on the main developments and highlights in Tacna - May 8, 2023 (spanish)
This Quarterly Mixed Migration Update (QMMU) covers the Latin America and the Caribbean (LAC) region. The core countries of focus for this region are the countries currently affected by the Venezuelan crisis and the Caribbean islands. This QMMU covers Mexico and Central American countries concerning northern movements to the United States. Depending on the quarterly trends and migration-related updates, more attention may be given to some countries over the rest. The QMMUs offer a quarterly update on new trends and dynamics related to mixed migration and relevant policy developments in the region. These updates are based on a compilation of a wide range of secondary (data) sources, brought together within a regional framework and applying a mixed migration analytical lens. Similar QMMUs are available for all MMC regions.
El Sector Regional de Alojamiento en coordinación con los Multisectores de Necesidades Básicas nacionales y subregionales realizó durante el mes de diciembre de 2022 un ejercicio de armonización de artículos esenciales para el hogar, también denominados artículos domésticos, del que han participado un total de 6 países1 gracias a las 17 respuestas de Agencias de Naciones Unidas y ONG locales e internacionales. Objetivo principal del documento: definir un kit de artículos esenciales para el hogar común en la región que permita una mejor coordinación entre países evitando la duplicidad en la entrega y mejorando la calidad de la respuesta
Community-based organizations (CBOs) play a key role in the protection response for the people UNHCR serves. Investing in them as equal and strategic partners can lead to a more effective response to forced displacement situations (Regional Localization Strategy, UNCHR). In 2021, UNHCR Peru coordinated and led a CBO cooperation network that brought together over 30 community-based and refugee-led organizations from seven regions of Peru, mainly led by women. The Venezuelan community in Peru has created self-managed, community-based organizations, where leaders and volunteers provide technical or professional services and support the distribution of assistance. These organizations complement UNHCR work by reaching areas and communities where the office has no access, which has already led to improvements in the quality and reach of our protection response. UNHCR Peru trusts CBOs as potential partner agencies, once they are adequately supported in the quality-of-service delivery, project management, internal controls and fundraising.
