As previously reported, on 12 October 2022, the U.S. government announced a “New Migration Process for Venezuelans”, with an enforcement element and a ‘safe pathways’ element. Since its announcement, thousands of Venezuelans have seen their migratory or refugee flight options impacted, whether that is to continue moving towards the north, remain in the current host country, go back to a previous host country, or consider returning to the country of origin. On 5 January 2023, the U.S. government announced further policy changes for the treatment of asylum seekers and migrants at the U.S.-Mexico border in general, and the treatment of Cubans, Haitians, Nicaraguans and Venezuelans specifically. This document provides an update to the information provided in the "Frequently Asked Questions on the U.S. announcement regarding the “New Migration Process for Venezuelans" (https://www.r4v.info/en/FAQ-new-US-migration-process).
Las medidas anunciadas por el Departamento de Seguridad Nacional de los Estados Unidos el pasado 12 de octubre de 2022, tuvieron un impacto en las dinámicas reportadas en la región de Urabá. Se reportó una disminución general en las salidas desde Necoclí (Antioquia) registradas por empresas marítimas informales, pasando de 1.344 personas diarias entre el 25 de julio y el 12 de octubre a 607 personas diarias (-55%) entre el 13 de octubre y el 31 de diciembre de 2022. También se registró una menor preponderancia de personas venezolanas y una diversificación de nacionalidades en tránsito: las personas venezolanas pasaron de representar el 85% del total de la población, a tener una participación de apenas 13% en los dos periodos mencionados; entretanto, a partir de la medida del US-DHS, personas de Ecuador, Haiti, India, Afganistán, China y Cuba concentran el 75% de las personas en movimientos mixtos saliendo de Necoclí.
