Priority Needs

 

Access to shelter for refugees and migrants from Venezuela has become more critical since the onset of the COVID-19 pandemic. Needs assessments conducted in Colombia and Ecuador identified shelter as the second greatest need of refugees and migrants from Venezuela. Movement restrictions implemented by host countries have had a strong impact on income generation capacities, leading many to lose their livelihoods and unable to pay their rent. Rates of eviction of refugees and migrants have also spiked, implying several protection risks (violence, GBV, exploitation and abuse by landlords, children dropping out of school, homelessness, among others) in particular for women.

Response Strategy

The Shelter Sector response will focus on providing access to temporary and longer-term adequate shelter and settlement infrastructure solutions for refugees and migrants from Venezuela, in compliance with agreed minimum standards and IPC measures. This will be done by prioritizing the most vulnerable groups and will focus on border areas and urban centers where refugees and migrants intend to settle.

Response priorities

The Shelter Sector will focus on the following interconnected priorities:

1.   Prioritizing reinforcement of temporary collective shelter solutions through infrastructure improvements and provision of tools and materials. Sector coordination mechanisms will be strengthened, and capacity-building activities will be carried out to provide tools to and strengthen coordination for collective shelter managers.

2.   Providing individual shelter solutions for refugees and migrants from Venezuela with the intention to stay in their host countries. The primary activity will focus on rental assistance.

3.   Supporting area-based approaches and facilitating collaboration between host communities, refugees and migrants and public institutions for joint planning and construction of infrastructure. Essential household items and shelter kits will be distributed to refugees and migrants in-destination and in-transit.

Integrated response approaches

The Sector response and related procedures will be harmonized to support a complementary multi-sectoral approach. Protection will be mainstreamed to contribute to the mitigation of protection risks, including evictions and GBV. The Shelter Sector will continue to work alongside the WASH, Health and Food Security sectors to ensure access to services and assistance through shelter and settlement solutions, including actions to mitigate the spread of COVID-19. In addition, the link with the Support Spaces Working Group will be strengthened to provide timely information regarding adequate shelter solutions available across the region. It will collaborate closely with the Integration Sector to encourage the transition from emergency assistance towards durable solutions. The Shelter Sector response will strengthen the collaboration with the regional Cash Working Group, prioritizing the CVA modality for rent, temporary accommodation in hotels, and essential household items.

La dimensión urbana de la migración venezolana en Lima Metropolitana: Vivienda, Trayectorias residenciales y procesos de segregación

Este proyecto de investigación busca contribuir a llenar este vacío al concentrarse en dos problemáticas relacionadas a la dimensión urbana de la migración: la vivienda de alquiler y segregación espacial de los migrantes. Ante la falta de bases de datos e investigación sobre estos temas, esta investigación es de naturaleza exploratoria. Nos preguntamos por las trayectorias residenciales de migrantes venezolanos en Lima, concentrándonos específicamente en qué problemas encuentran, qué recursos movilizan para enfrentar sus problemas de vivienda, así como qué priorizan y qué evitan al escoger determinadas viviendas y barrios. Contestar estas preguntas permite no solo comprender mejor la problemática de la vivienda de los migrantes, sino que nos permitirá comprender mejor el fenómeno y problema de la vivienda de alquiler en Lima (fenómeno que experimenta un crecimiento exponencial precisamente por la migración venezolana), así como el proceso específico de producción de la segregación para este grupo específico. Nos concentramos en el grupo de migrantes que alquilan vivienda, que son la mayoría. Entendiendo estas trayectorias, podremos detectar dónde existen necesidades o problemas relacionados a la vivienda, sugiriendo la necesidad de políticas para estos puntos.

GIFMM Colombia: Situación de financiamiento de la respuesta en alojamiento temporal - Abril 2024

Desde 2022 ha sido consistente el desfinanciamiento de soluciones de alojamiento temporal en Colombia (centros colectivos y hoteles). Desde inicios de 2024 se ha intensificado la brecha presupuestal de las organizaciones. Asimismo, persiste el limitado financiamiento de soluciones de alojamiento temporal por parte de gobiernos locales. Esto ha afectado la respuesta en comedores, entregas de artículos no alimentarios, gestoría de casos por protección/salud y monitoreo de flujos/tendencias en ruta. Por ello, desde el Sector instamos a las organizaciones socias con proyección de respuesta en alojamiento temporal a priorizar acciones destinadas al fortalecimiento de iniciativas ya existentes y no nuevos proyectos.

Handbook for the design of temporary collective accommodations in the Americas

The manual is a reference guide that provides key recommendations for the spatial planning and design of Temporary Collective Shelters in the Americas. These recommendations are based on the practical experiences accumulated by different actors in the lodging sector and other service providers. The intention of this manual is to provide the reader with criteria that will help him/her make decisions when planning and defining the location and characteristics of the different spaces that make up a Temporary Collective Accommodation. Likewise, the intention is to assess the impact that spatial decisions have on the welfare of the people assisted and their environment, with special focus on Protection, Health and Environment.
