What is AAP and CwC?

Accountability to Affected Populations (AAP) in humanitarian responses requires actors to provide affected people with accurate and verified information, listen and respond to their feedback and complaints, and include them in decisions that affect their lives. AAP is an essential part of good humanitarian programming to ensure that assistance is relevant and efficient and builds trust between communities and humanitarian actors. Communication with Communities (CwC) is a fundamental pillar of this approach that seeks to establish two-way communication channels to provide information in a transparent manner to affected populations and create spaces for listening.

Objectives of the Working group

  • Support capacity building of R4V Platform partners' staff. In particular, promote training to develop collective and inter-agency approaches to accountability.
     
  • In collaboration with technical sectors and working groups, develop resources and tools that support the engagement of refugees and migrants in the development of solutions, and provide timely and relevant information on the context of the response and commitments of partners.
     
  • Promote the dissemination and of lessons learned and good practice for inspiration and replication across the region.

Como se informó anteriormente, el 12 de octubre de 2022, el gobierno de EE.UU. anunció un "Nuevo Proceso Migratorio para Venezolanos", con un elemento de aplicación de la ley y un elemento de "vías seguras". Desde su anuncio, miles de personas venezolanas han visto afectadas sus opciones migratorias o de huida como personas refugiadas, ya sea para seguir avanzando hacia el norte, permanecer en el país de acogida actual, volver a un país de acogida anterior o considerar el regreso al país de  origen. El 5 de enero de 2023, el gobierno de EE.UU. anunció nuevos cambios en su política para el tratamiento de los solicitantes de asilo y los migrantes en la frontera entre EE.UU. y México en general, y el tratamiento de las personas cubanas, haitianas, nicaragüenses y venezolanas específicamente. The U.S. government has announced a "new migration process for the entry of Venezuelans", which has been called the "Process for Venezuelans". It is important that all teams and people working in the field are aware of this new measure in order to advise and guide Venezuelans who may have questions on this topic. Mapping to Create an AAP Baseline for the R4V Regional Response

The Mapping to create an Accountability to Affected Populations (AAP) baseline was conducted to take stock and map the current implementation conditions of AAP across the R4V regional response. The exercise aimed to provide a clearer picture of the existing gaps, challenges, and capacities that need addressing to strengthen AAP and identify opportunities for the increased implementation of collective participatory approaches that put affected populations at the centre of the response.

Guide on the integration of AAP and PSEA in the activities for the RMRP 2022

Accountability to Affected Populations (AAP) and Prevention of Sexual Exploitation and Abuse (PSEA) are core pillars of the RMRP 2022. As shared responsibility of all R4V partners and personnel and as crucial elements to “good programming”, national/sub-regional operations should include AAP and PSEA as underpinning components of their strategy for the response. To support partners in this effort, this document provides guidance and suggestions on how AAP and PSEA can be mainstreamed across the sectoral responses and organizational activities and ensure the delivery of safe, relevant, and timely assistance. The document also seeks to advise on how to make action collective to ensure partners contribute to building an accountable response through the implementation of the R4V response.
