Analysis of data available on movements of Venezuelan refugees and migrants throughout the region from July to September 2023, covering the 17 countries of the RMRP in Latin America and the Caribbean. Within the framework of the climate emergency in Peru, HIAS conducted a Rapid Needs Assessment (RNA) for the regions of Tumbes, Lambayeque, La Libertad, and Lima. The objective of this assessment was to identify the main needs, risks, and livelihoods of the affected population, and to ensure that humanitarian aid interventions, to be developed considering the emergency, are effective and appropriate for the population’s real needs. HIAS used a quantitative methodology with a rapid needs assessment contextualized tool for climate emergency to assess a total of 370 affected households. Surveys were conducted in person in the areas affected by huaicos (mudslide and flash flood caused by torrential rains), floods, and heavy rain by a team of 26 survey takers from March 30 through April 5.
En el contexto de la emergencia climática en el Perú, HIAS llevó a cabo una evaluación rápida de necesidades (RNA) en cuatro regiones de Tumbes, Lambayeque, La Libertad y Lima. El objetivo fue identificar las principales necesidades, riesgos y medios de vida de la población afectada y garantizar el desarrollo de las intervenciones de ayuda humanitaria, sean efectivas y pertinentes. HIAS empleó una metodología cuantitativa con una herramienta contextualizada de evaluación rápida de necesidades para la emergencia climática a fin de evaluar a un total de 370 hogares afectados. Las encuestas fueron realizadas de forma presencial en las zonas afectadas por huaicos, inundaciones y lluvias intensas por un equipo de 26 encuestadores desde el 30 de marzo al 5 de abril. La séptima ronda de evaluación de necesidades del Grupo Interagencial sobre Flujos Migratorios Mixtos (GIFMM) busca actualizar la información de la población refugiada y migrante que vive en Colombia e indagar sobre las necesidades y los retos que han tenido después de la implementación del ETPV cuyo registro continúa vigente al momento de esta publicación para las personas que entraron de manera formal por un punto de control migratorio. Para la realización de las encuestas en los municipios elegidos, se tuvieron en cuenta: i) la distribución de venezolanos en Colombia de Migración Colombia, ii) con base en esta distribución se realizó un muestreo por bola de nieve para consolidar una base maestra y iii) se estableció el número mínimo de encuestas por socio para alcanzar a cubrir una meta en diez días que contara con un 90% de nivel de confianza y 10% de margen de error usando como marco muestral la base maestra recopilada. La unidad de medida de la recolección es el hogar, por lo que la información fue compilada a partir de un jefe de hogar o persona que podía contestar las preguntas por todos los miembros.
The Regional Inter-Agency Coordination Platform for Refugees and Migrants from Venezuela (R4V) issues this Refugee and Migrant Needs Analysis (RMNA) for 2023 to provide insights into the situation and varied challenges that refugees and migrants – both in-destination and in-transit – as well as their affected host communities face. The RMNA draws upon an extensive range of sources, with special emphasis on the inter-agency joint needs assessments (JNAs) conducted by R4V partners in various countries. Of particular importance are the primary data collection exercises, led by R4V, which comprehensively assess various sectoral needs. The JNAs embrace a participatory approach and are designed to evaluate the vulnerabilities and needs of refugees and migrants, relying on their first-hand testimonies and recommendations. Additionally, the annual joint needs assessments carried out by National Platforms enable the RMNA to show the development of situations and needs in comparison to previous years.
The statistics displayed on refugees and migrants from Venezuela in the 17 countries of the R4V Response reflect official figures issued by the respective host governments. Their use and publishing for R4V products is closely coordinated with relevant government statistical offices and/or other national government departments responsible for management of refugee and migrant statistics. These statistics are periodically updated, with some governments updating them on a monthly basis, while others update them in other undefined intervals. As a result, an increase in reported figures from one month’s R4V publication to the next in any particular country could appear as a significant increase in arrivals of refugees and migrants from Venezuela, while, in fact, it is mostly related to individual host country reporting and publishing procedures.
