This document collects terminology used by R4V partners in relation to the response to refugees and migrants from Venezuela. It seeks to ensure uniformity in the language used both in narratives and translations, for a better understanding of the information.
This document is intended to provide practical, step-by-step guidance on the various steps necessary for the structuring, planning and drafting of the different components of the RMNA 2023.
Analysis of data available on movements of Venezuelan refugees and migrants throughout the region from January to March 2023, covering the 17 countries of the RMRP in Latin America and the Caribbean. Graphs, charts and maps show break-down of entries and exits and regular and irregular movements, including data from host governments as well as from border monitoring activities of R4V partners.

Como noticiado anteriormente, em 12 de outubro de 2022, o governo dos EUA anunciou um "Novo Processo de Imigração para Venezuelanos", com um elemento de fiscalização e um elemento de "caminhos seguros". Desde seu anúncio, milhares de venezuelanos tiveram suas opções de migração ou de fuga de refugiados afetadas, seja para continuar se mudando para o norte, permanecer no país anfitrião atual, retornar a um país anfitrião anterior, ou considerar o retorno ao país de origem. Em 5 de janeiro de 2023, o governo dos EUA anunciou novas mudanças em sua política de tratamento de requerentes de asilo e migrantes na fronteira entre os EUA e o México em geral, e o tratamento de pessoas cubanas, haitianas, nicaraguenses e venezuelanas especificamente. The end-year report for 2022 highlights contextual challenges, the response and lessons learned that will inform the response of the now 228 appealing partners of R4V, who will continue to respond to the needs of refugees and migrants from Venezuela through activities proposed in the RMRP 2023-2024, the first multi-year response plan in the region.

This Joint Needs Assessment (JNA) is the result of a collective effort by the 100 members of the Refugee and Migrant Working Group (GTRM, for its acronym in Spanish), working together with the Peruvian state. Each year, the methodology is improved, more documents are analyzed, more key informants are interviewed, and more organizations and experts join this effort. This year, we also consulted with the Venezuelan refugee and migrant population for their feedback on the needs and solutions identified during the sectoral workshops. The JNA has especially valuable data this year from the second National Survey on the Venezuelan population (ENPOVE, for its acronym in Spanish), conducted by the Peruvian National Institute of Statistics and Computer Science (INEI, for its acronym in Spanish). These data, gathered in February and March 2022, are representative of the Venezuelan population.
