The COVID-19 health crisis has put to the test Latin America’s already precarious social protection systems. This paper comparatively examines what type of social protection has been provided, by whom, and to what extent migrant and refugee populations have been included in these programmes in seven countries of the region during the COVID-19 pandemic, between March and December 2020. We develop a typology of models of social protection highlighting the assemblages of actors, different modes of protection and the emerging migrants’ subjectifcation in Brazil, Chile, Colombia, Ecuador, Mexico, Peru, and Uruguay in relation to Non-Contributory Social Transfer (NCST) programmes and other actions undertaken by state and non-state actors. The analysis is based on 85 semi-structured interviews with representatives of national and local governments, International Organisations, Civil Society Organisations, and migrant-led organisations across 16 cities, and a systematic review of regulatory frameworks in the country-case studies. The proposed typology shows broad heterogeneity and complexity regarding different degrees of inclusion of migrant and refugee populations, particularly in pre-existing and new NCST programmes. These actions are furthering notions of migrant protection that are contingent and crisis-driven, imposing temporal limitations that often selectively exclude migrants based on legal status. It also brings to the fore the path-dependent nature of policies and practices of exclusion/inclusion in the region, which impact on migrants’ efective access to social and economic rights, while shaping the broader dynamics of migration governance in the region. https://doi.org/10.1186/s40878-021-00265-x

Profundizar en las medidas de mitigación y recuperación adoptadas por los países de ALC, frente a la crisis sanitaria generada por la COVID-19 y su impacto en la población migrante y refugiada, especialmente en los países de: Argentina, Brasil, Chile, Colombia, Ecuador, México, Panamá, Perú y República Dominicana en materia de Regularización, Protección social y Economía y empleo. 2. Identificar barreras en los países de ALC que dificultaron la aplicación e implementación de las medidas adoptadas por los gobiernos nacionales y locales en la atención e integración de la población refugiada y migrante bajo una visión humanitaria en el contexto de la COVID-19. 3. Formular recomendaciones de política pública a partir de las barreras y las buenas prácticas identificadas, que permitan potencializar y obtener mayores beneficios para la población migrante y refugiada en ALC.

The R4V inter-agency response is prioritizing collective PSEA activies within the framework of the RMRP (Refugee and Migrant Response Plan). The R4V PSEA Mapping is an inter-agency initiative which was initially agreed within the Regional R4V Inter-Sector Coordination Group (ISCG). The key objective of the R4V PSEA Mapping was to conduct a stocktaking exercise of PSEA initiatives within national and sub-regional Platforms to provide a first step for regional PSEA strengthening as a joint effort between R4V Platform partners, as accountability towards PSEA standards is also a collective effort. The mapping aimed to analyse and draw on conclusions on existing activities and programs addressing PSEA, as well as identifying needs and gaps within the framework of the R4V partner organizations. The mapping was guided by the Inter-Agency Steering Committee’s (IASC) PSEA Minimum Operating Standards (MOS) based on the IASC Six Core Principles Relating to Sexual Exploitation and Abuse. This document will serve as the baseline for all future R4V PSEA initiatives.

PEAS es un término utilizado por la comunidad de las Naciones Unidas y de las ONG para referirse a las medidas adoptadas para proteger a las personas vulnerables de la explotación y los abusos sexuales por parte de nuestro propio personal y del personal asociado. En el marco de la R4V, el personal incluye a toda persona que trabaja para una organización socia de R4V o la representa, sin importar si recibe o no una remuneración, económica a cambio, e independientemente del tipo y la duración de su contrato. Este paquete de entrenamiento, que incluye el módulo de PEAS y la guía de facilitación, fue creado para ayudar en la tarea de brindar capacitaciones sobre Protección contra la Explotación y el Abuso Sexual (PEAS) para todas las organizaciones socias de R4V.

Report on progress made by R4V partners from January to June implementing the RMRP 2021, including people reached per sector and national and sub-regional platform, as well as areas of critical under-funding affecting the response for refugees and migrants from Venezuela.
The Mapping to create an Accountability to Affected Populations (AAP) baseline was conducted to take stock and map the current implementation conditions of AAP across the R4V regional response. The exercise aimed to provide a clearer picture of the existing gaps, challenges, and capacities that need addressing to strengthen AAP and identify opportunities for the increased implementation of collective participatory approaches that put affected populations at the centre of the response.

Nutrition sector partners of the R4V platform call to protect, promote and support breastfeeding and avoid donations and distribution of breast milk substitutes, including infant formulas, follow-up formulas, and powdered milk, and feeding bottles.
On May 25, 2021, it was held on the High-Level Event: Ensuring adequate nutrition in refugee and migrant children and women: What does it take?. To highlight the nutrition risks faced by vulnerable groups in the Venezuela migration crisis, present key response actions taken by R4V Nutrition partners to prevent and treat malnutrition and collect different perspectives from host and donor governments, and humanitarian actors on the key elements needed to ensure adequate nutrition in refugee and migrant children and women. During the session, the participants asked questions, which the panelists answered after the session; in this document you can find the questions and answers from the session.
En este documento encontrará los Mensajes Claves del Evento de Alto Nivel- Garantizar una nutrición adecuada para niños, niñas y mujeres refugiados/as y migrantes: ¿Qué se necesita? Este evento fue llevado a cabo el 25 de mayo de 2021, con el objetivo de destacar los riesgos que enfrentan los grupos vulnerables a la malnutrición en la población refugiada y migrante en la crisis de flujos migratorios provenientes de Venezuela, presentar acciones de respuesta clave llevadas a cabo por los socios del sector Nutrición R4V para prevenir y tratar la malnutrición, y recopilar diferentes perspectivas por parte de gobiernos de acogida, donantes, y socios humanitarios sobre los elementos necesarios para garantizar una nutrición adecuada en niños, niñas y mujeres refugiados/as y migrantes.
