Este informe hace referencia a los resultados de la sexta ronda de evaluación conjunta de necesidades del Grupo Interagencial sobre Flujos Migratorios Mixtos (GIFMM) realizada durante mayo y junio de 2022 con el apoyo técnico de REACH y denominada este año como MSNA/sexta ronda de evaluación de necesidades. Esta sexta ronda buscó conocer: i) cuál es la proporción de hogares con necesidades sectoriales no cubiertas de los hogares de refugiados y migrantes provenientes de Venezuela con vocación de permanencia y colombianos retornados dentro de los territorios de interés, ii) cuáles son las necesidades prioritarias que reportan los hogares mencionados, iii) cuáles son los factores que pueden aportar a la explicación de diferencias de condiciones de vida en las poblaciones de interés, iv) cómo se perciben las condiciones de vida a nivel sectorial e v) identificar cuáles necesidades de la población requieren intervención humanitaria y desde la perspectiva de desarrollo. El análisis que se recoge en este documento corresponde a la interpretación de los datos por parte de organizaciones miembros del GIFMM, así como de la experiencia y contribución de cada uno de los expertos de los sectores evaluados. Los gráficos presentados en el presente informe son de elaboración propia, con base en esta recolección de información.
De acuerdo con la necesidad de contar con información sobre las necesidades de la población en tránsito, el Grupo Interagencial sobre Flujos Migratorios Mixtos (GIFMM), alineó su proceso de evaluación de necesidades con la Caracterización Conjunta de Movimientos Mixtos, instrumento usado previamente para el monitoreo permanente de movimientos, para que, a través de un único formulario se lograra capturar la información de los perfiles en movimiento y contribuir a la planeación a través del Plan de Respuesta a Refugiados y Migrantes - RMRP 2023-24. Así, esta evaluación buscó identificar: i) el perfil poblacional, sus tendencias y necesidades específicas, ii) cuáles han sido los riesgos de protección y dificultades que refugiados y migrantes han experimentado durante la ruta, iii) cuáles son las características que motivan el desplazamiento y cuáles condicionan los movimientos de la población refugiada y migrante. El análisis que se recoge en este documento corresponde a la interpretación de los datos por parte de organizaciones miembros del GIFMM, así como de la experiencia y contribución de cada uno de los expertos de los sectores evaluados. Los gráficos presentados en este informe son de elaboración propia, con base en esta recolección de información.

Este informe describe a nivel regional, los impactos de la doble afectación en las niñas, niños y adolescentes refugiados y migrantes no acompañados y/o separados de Venezuela tomando como estudio de caso, tres países con gran flujo de población venezolana: Brasil, Colombia y Ecuador, con énfasis en los territorios de frontera.
Este informe recopila las principales tendencias y hallazgos identificados sobre los impactos de la doble afectación y crimen organizado en personas refugiadas y migrantes de Venezuela en dos países del Caribe (Aruba y Curazao) y cinco de América Latina (Argentina, Bolivia, Brasil, Chile y Colombia). El informe se desarrolló entre los meses de agosto de 2021 y febrero de 2022, el Sector Regional de Protección y el Subsector de Trata y Tráfico de la Plataforma R4V acordaron desarrollar el documento con el objetivo de garantizar la caracterización de los impactos, así como la visibilidad de los mismos con el fin de fortalecer la respuesta a nivel regional.

En el año 2022, el Grupo Interagencial sobre Flujos Migratorios Mixtos (GIFMM) desarrolló dos evaluaciones conjuntas de necesidades sobre las características, necesidades intersectoriales, barreras de acceso a bienes, servicios y derechos, mecanismos de afrontamiento específicos y riesgos para los distintos perfiles de refugiados y migrantes en Colombia. En mayo y junio 2022, 37 socios del GIFMM realizaron una Evaluación Conjunta de Necesidades para la población en tránsito y pendular, mediante una recolección presencial en puntos clave de concentración de esta población; así, los datos recogidos dependieron de los movimientos de población en los puntos seleccionados. Para la población en tránsito se obtuvieron 717 encuestas y para la población pendular 648 encuestas. Entre mayo y junio 2022 el GIFMM, con el apoyo de 36 socios, realizó una Evaluación Conjunta de Necesidades para población con vocación de permanencia y colombianos retornados. Esta MSNA/sexta ronda de evaluación de necesidades GIFMM, fue desarrollada con acompañamiento técnico de REACH en el marco de la Multi-Sector Needs Assessment (MSNA), donde los sectores GIFMM contribuyeron para asegurar una recolección de información robusta en indicadores. 3.073 hogares refugiados y migrantes y 222 hogares colombianos retornados fueron entrevistados presencialmente mediante un muestreo aleatorio estratificado en 13 departamentos, subdivididos bajo 20 conglomerados urbanos.
Durante los procesos de consulta con las organizaciones miembro y los sectores locales y nacionales se identificó la necesidad de generar procesos de rendición de cuentas periódicos que permitieran identificar los avances del Sector y los aspectos a mejorar. Con este objetivo los colíderes del Sector para los años 2020 y 2022 de ACNUR y HIAS desarrollaron un primer balance de su gestión incluyendo los aspectos programáticos, financieros y operativos; asi como las lecciones aprendidas y los retos a superar.
