Término de Referencia - Sector Regional Alojamiento
Actualización del Término de Referencia del Sector Regional de Alojamiento. Aprobado en reunión de colíderes nacionales y subregionales entre octubre y noviembre de 2023. La Plataforma Regional de Coordinación Interagencial reflejó en el Plan de Respuesta para Refugiados y Migrantes (RMRP) 2023-24 la estructura sectorial regional para la respuesta a la crisis humanitaria de la región de una manera individualizada para el Sector de Alojamiento, bajo el cual quedan las actividades de gestión y coordinación de alojamientos colectivos, acceso a alojamiento individual y desarrollo de infraestructura comunitaria con enfoque territorial; así como de artículos esenciales para el hogar/domésticos. Este sector regional se refleja en cada país, según sus capacidades, con un Término de Referencia diferenciado según las temáticas que aglutine, la de Alojamiento puede formar parte de un Multisector más amplio de Necesidades Básicas.

RMRP 2023-2024
The countries of Latin America and the Caribbean face the largest exodus in their recent history. More than 7.1 million Venezuelans live outside their country of origin and close to 6 million reside in the region. In addition to its impact on the living conditions, security, dignity and health of refugees and migrants, the COVID-19 pandemic has deepened pre-existing inequalities and increased the suffering of the most vulnerable people in society. The region's growth forecast for this year will not be sufficient to ensure sustained expansion as the social impacts of the health crisis and the region's structural problems have worsened and will continue during this recovery phase.

El documento original se puede encontrar en el Community Engagement Forum groups.io platform ENLACE Este documento es el resultado de un proceso de aprendizaje colaborativo de diferentes profesionales humanitarios del Foro CE[1], consolidándose con los intercambios de otros dos eventos[2]. La nota de orientación recopila reflexiones y sugerencias para comunidades de práctica de Coordinación y Gestión de Alojamientos Temporales (CCCM, siglas en inglés) y otros profesionales que trabajan con poblaciones desplazadas en lugares de tránsito enfocándose en cómo facilitar la participación de la población afectada a través del intercambio de información, mecanismos de quejas y retroalimentación (CFM, por sus siglas en inglés) y la participación en la toma de decisiones. Los desafíos, las buenas prácticas y las ideas reflejadas en este documento se presentan bajo los tres enfoques de participación comunitaria que ayudan a alcanzar la rendición de cuentas a la población afectada. R4V Movements Report: Third Quarter 2022

Key Messages for the New Migration Process for Venezuelans in the U.S. - "Process for Venezuelans"
The U.S. government has announced a "new migration process for the entry of Venezuelans", which has been called the "Process for Venezuelans". It is important that all teams and people working in the field are aware of this new measure in order to advise and guide Venezuelans who may have questions on this topic. Frequently Asked Questions on the U.S. announcement regarding the “New Migration Process for Venezuelans”
On 12 October 2022, the U.S. government announced a “New Migration Process for Venezuelans”, with an enforcement element and a ‘safe pathways’ element. This announcement was followed by the pre-publication of a notice in the Federal Register on October 18 that provides more information on the ‘safe pathways’ element, namely a parole process for Venezuelans. The purpose of this document is to explain what is known, and what is not yet known, about this new U.S. policy as it relates to the treatment of Venezuelans at the U.S.-Mexico border and in the region.

RMNA 2022 - REFUGEE AND MIGRANT NEEDS ANALYSIS
Since 2018, the R4V Platform has issued annual Regional Refugee and Migrant Response Plans (RMRP), highlighting the needs of vulnerable population groups as well as the response strategies of the various Platform and sector groups, including a complete review following the onset of the COVID-19 pandemic in March 2020. Building on valuable feedback from stakeholders, during the planning process in 2022, the R4V Platform decided to separate the RMRP into two documents: (i) the Refugee and Migrant Needs Analysis (RMNA), which highlights the needs of refugees and migrants from Venezuela, while (ii) the RMRP will highlight the response strategy. The RMNA includes multistakeholder and sectoral analyses by Platforms and Sectors at all levels of the response (regional, national, and sub-regional). These include, at minimum, a JNA Workshop and a secondary data review with R4V partners and host country governments, as well as primary data collection exercises, focus group discussions and/or key informant interviews, based on the information needs and dynamics of each Platform.
