Summary of the situation, planning scenario, and response priorities for the Refugee and Migrant Response Plan for 2022 in Trinidad & Tobago.
This study was developed to identify current protection needs of Venezuelan refugees and migrants in Aruba, Curaçao, Dominican Republic, Guyana, and Trinidad and Tobago and present recommendations for strengthened protection responses. The study is presented in line with the Inter-Agency Coordination Platform for Refugees and Migrants from Venezuela (R4V) commitment to protection as a central responsibility of its humanitarian response. It has been developed as part of the efforts of the Regional Protection Sector and the Sub-Regional Platform for the Caribbean.
Situation update and report of activities of R4V partners. The 2022 Regional Refugee and Migrant Response Plan (RMRP) appeal was launched on 9 December via a virtual event, and 10 December marked the final day of the 16 Days of Activism to end violence against women. Salary reductions impacted communities in Aruba; Venezuelans in Curaçao sought repatriation; employers could face fines for hiring undocumented workers in the Dominican Republic; food insecurity and malnutrition continued to impact Guyana; Trinidad and Tobago minister reaffirmed immigration policies.

Trinidad and Tobago (T&T) remained under a State of Emergency in October, with a gradual resumption of activity in key economic sectors, including hospitality and entertainment. Challenges in managing hospital occupancy for COVID-19 patients were reported, while COVID-19 vaccination drives continued, inclusive of refugees and migrants.

The R4V inter-agency response is prioritizing collective PSEA activies within the framework of the RMRP (Refugee and Migrant Response Plan). The R4V PSEA Mapping is an inter-agency initiative which was initially agreed within the Regional R4V Inter-Sector Coordination Group (ISCG). The key objective of the R4V PSEA Mapping was to conduct a stocktaking exercise of PSEA initiatives within national and sub-regional Platforms to provide a first step for regional PSEA strengthening as a joint effort between R4V Platform partners, as accountability towards PSEA standards is also a collective effort. The mapping aimed to analyse and draw on conclusions on existing activities and programs addressing PSEA, as well as identifying needs and gaps within the framework of the R4V partner organizations. The mapping was guided by the Inter-Agency Steering Committee’s (IASC) PSEA Minimum Operating Standards (MOS) based on the IASC Six Core Principles Relating to Sexual Exploitation and Abuse. This document will serve as the baseline for all future R4V PSEA initiatives.
