Analysis of data available on movements of Venezuelan refugees and migrants throughout the region from October to December of 2022, covering the 17 countries of the RMRP in Latin America and the Caribbean. Graphs, charts and maps show break-down of entries and exits and regular and irregular movements, including data from host governments as well as from border monitoring activities of R4V partners.

This Joint Needs Assessment (JNA) is the result of a collective effort by the 100 members of the Refugee and Migrant Working Group (GTRM, for its acronym in Spanish), working together with the Peruvian state. Each year, the methodology is improved, more documents are analyzed, more key informants are interviewed, and more organizations and experts join this effort. This year, we also consulted with the Venezuelan refugee and migrant population for their feedback on the needs and solutions identified during the sectoral workshops. The JNA has especially valuable data this year from the second National Survey on the Venezuelan population (ENPOVE, for its acronym in Spanish), conducted by the Peruvian National Institute of Statistics and Computer Science (INEI, for its acronym in Spanish). These data, gathered in February and March 2022, are representative of the Venezuelan population.

As previously reported, on 12 October 2022, the U.S. government announced a “New Migration Process for Venezuelans”, with an enforcement element and a ‘safe pathways’ element. Since its announcement, thousands of Venezuelans have seen their migratory or refugee flight options impacted, whether that is to continue moving towards the north, remain in the current host country, go back to a previous host country, or consider returning to the country of origin. On 5 January 2023, the U.S. government announced further policy changes for the treatment of asylum seekers and migrants at the U.S.-Mexico border in general, and the treatment of Cubans, Haitians, Nicaraguans and Venezuelans specifically.
